Rebecca Konolige

Rebecca joins ZETA after 8 years of experience in the U.S. House of Representatives. She served under two Chairmen of the Committee on Natural Resources, most recently Congressman Bruce Westerman (AR-04). Rebecca spent the majority of her time as a Professional Staff Member on the Subcommittee on Energy and Mineral Resources, specializing in non-fuel mineral supply chains, battery metals, and permitting reform. She spent her last year on the Hill facilitating the House passage of H.R. 1 (Scalise), the Lower Energy Costs Act; permitting reform provisions of this bill were subsequently made law in the Fiscal Responsibility Act of 2023 (Public Law 118-5), codifying the most substantive changes to the National Environmental Policy Act (NEPA) since its enactment in 1970. Rebecca is a Connecticut native with a B.A. in Philosophy, Politics, and Economics from the University of Pennsylvania.
