Final EV Tax Credit Rule Supports Industry Efforts To Re-Shore EV And Battery Supply Chains

WASHINGTON, D.C.—The Zero Emission Transportation Association’s Executive Director Albert Gore issued the following statement opposing the Congressional Review Act (CRA) resolution to overturn the U.S. Department of the Treasury’s final rule implementing the New Clean Vehicle Tax Credit (§30D). The CRA could come to the Senate floor for a vote at any time following its introduction in May 2024.

“The U.S. EV industry is dedicated to securing American leadership in the battery and critical mineral and material supply chains. The 30D New Clean Vehicle Tax Credit is integral to making that happen. For the first time in a generation, real investment in American manufacturing facilities has reached $19 billion in a month, $7 billion more than any month prior to 2023. This is directly tied to the work of Congress and private industry investments in key infrastructure and manufacturing projects during the past four years. In fact, the EV and battery supply chains have announced more than $173 billion in private investment over the coming years, building out the supply chain from beginning to end. To date, more than 232,000 American jobs have been announced in the sector.

“Treasury’s final rule is centered around protecting and growing American jobs across the supply chain. As written, 30D already requires vehicles to be made in North America. By 2028, 100% of an eligible vehicle’s battery components must be manufactured or assembled in North America, and 80% of its mineral content must have been extracted or sourced here or from a U.S. trade ally to remain eligible for the credit. 

“Tax credits like 30D and the regulatory certainty provided by the final rule—which followed a robust stakeholder engagement process—support ongoing investment in America. ZETA encourages Congress to focus its efforts on the remaining obstacles to U.S. competitiveness on the global market, such as addressing much-needed permitting reform to allow for more critical mineral and material production in the United States.
